*My suggestions :-
1) A consumer should just me made to register on a single website and that should serve as a Central database.
2) This Central database should be updated on a set frequency, lets say every week, and then available for download from NDNC website for Tele-marketeers.
3) A solid complaint redressal mechanism and this should be supplemented by stronger fines on tele marketeers who are at fault.
4) Finally multiple ways how a consumer can register for NDNC registry. We all know how many educated are there in the county and on top of it how many people have access to internet. So the mechanism to register should incude for example all service providers wherein a consumer can call his service provider who in turns registers him on the NDNC registry. For e.g a Hutch subscriber calls Hutch Customer Care who registers this subscriber to NDNC registry.
In plain simple terms TRAI has AGAIN demonstrated lacking of forsight, planning & execution. It also makes a consumer wonder whether the motives from authorities like TRAI are infact in favour of consumers. We all know the loss of business the telecom companies are going to face once the activites of tele-marketeers are curtailed.
So is all this NDNC drama actually centered around consumers favour ? I cannot help but ask myself this question. A suffering citizen of India
