Too bad refund policy

I ordered a pizza and it was all spread in the box itself. It happened second time with me. For the first time company promptly made the refund, this convinced me of their good customer service. But for the second time they said that I have already availed the benefit of filing a complaint and getting refund so I can’t even file a complaint again. Seriously? When I messaged their customer service platform, firstly they replied late, then they also didn’t provide me with any compensation. So poor service! I can demand for refund only once? Are you serious? You making a mistake and putting restrictions on me?
