Each shopping Mall have almost same type of rules.In case your attentions were clear but imagine A mega mall where some time more than 2000 people moving around, No one can keep tab whether some one has paid for opened item or not.The best way is to simply make such rules for every one.
Also No one can judge the innosense from the fact that he has shopped for mere 4K.There might not be bad intention behind but some time one or other item might not have been billed then this is the security man’s duty to keep a check on each person.
We keep on shouting for security lapces in India and if some one delivering his duty honestly that seems a waste of time.
I totally disagree what you have said>I have been to Vishal mega MArt LOts of time but have never felt cheated.
