I got MTNLs new broadband service 1 and a half months back, and I can say Im quite satisfied.
Initially there were a few hiccups, like when I changed my password on the MTNL site, the ADSL Router (D-Link) did not recognize the change.
So for many days I was sitting: disconnected and totally stumped, till the tech guys came. They called repeatedly to ask if the job was done and whether there were any problems, so I was quite impressed.
That is the bigger problem. Even though they returned to me quite quickly on the phone, when I complained, the actual visit took longer than I wouldve liked.
Also, I called to register on the 1500 number I saw on all the ads. They promised to get it done within 2 weeks. Nothing happened for over a month. Finally after some more angry enquiring, I was told I could get it done only if I actually went to the Telephone Exchange and spoke to the Dy GM. Thats ridiculous (though it got the job done)!
All in all, I would say its good, especially compared to the crappy dialups we had till now and even scam 40kbps broadband introduced by other private players in the past year.
