Your handset display will change to IN-DOLPHIN instead of BSNL MOBILE and there will be Cellone written in the second row. So being at delhi with a kolkata cellone connection, suppose you receive a call from around delhi say gurgaon or noida or delhi itself, then the best tactics you can follow is something like this.

Make use of the India Telephone Card system. Dial 160233 and then the card no(10-digit), followed by the number of the person who is trying to call you. Enjoy your call where you are charged from your telephone card balance as a local call with 90 sec pulse @ 1.10 Rs. If you rather wish to dial back directly from ur cell without dialling 160233, then you will be charged 0.60 for every 15 secs, i.e 3.60 Rs for every 90 secs. So which is better? All calls made by dialling 160233 is never charged by the cellone account.
It never gets reflected in your mobile bills too. In case you receive the call made by a local person where you are, then also you pay Rs. 3.60 per 90 secs. In this case the calling person also pays and you pay too. The calling person pays a STD since the call is going from delhi to kolkata and then coming back to you at delhi. You are also paying a STD if you receive the call or dial back directly. So if you choose the ITC 160233 option, then you only pay local call charges and the called person will have incoming free at delhi.
