REFUND PROBLEM

IN THEIR WEBSITE PAYTM HAS GIVEN THAT TO REFUND THE CANCELLED ORDER AMOUNT CONSUMER HAS TO PAY 2 PERCENT EXTRA OTHERWISE THE AMOUNT WILL BE PARKED IN PAYTM WALLET SO THAT CONSUMER FORCED TO PURCHASE SOME OTHER PRODUCT ONLINE.    THIS IS NOT FAIR. MY TWO ORDERS, THOUGH OF SMALL AMOUNT, CANCELLED BY THE SELLER AND I AM YET TO RECEIVE THE REFUND.   IF THEY COULD NOT SUPPLY, WHY THEY RECEIVE THE AMOUNT IN ADVANCE FROM CONSUMER?
