All banks provide 60 days time to maintain balance before they charge the account. If you cant afford money in 60 days then you are poor and should not have a bank account. Ensure you have enough money else close the account.

Piped gas connection is a RBI guideline. No bank accepts regular gas connection as address proof since it is not allowed as per RBI KYC guidelines. You better arrange for better address proof than wasting time whining here. Case dismissed - since customer has no knowledge of guidelines.

Banks usually do not issue customer deposited notes. All notes issued for payment to customers are sorted notes which are checked for quality. The employee could have communicated the guideline to ensure transparency.
