In this kind of activities you have to ask for the refund from PVR not from Citibank. It was happened to me for FUN CINEMAS and they refunded my amount because there was no transaction or order was created with that date and amount for my account.

This is done by the Petrol pump people. You have to ask specifically to them for Citibank EDC. I always ask.
