Hi, Mileage of 15km/l is decent considering the 1.2 litre engine and that too with this size of car. Diesel mileage is always on the higher side. Radial tyres look as there is no air pressure. There is nothing unusual about this. However, there is a dis-advantage of this kind of tyres.
