I suggest you increase the idle rate to a higher level and clean or even rejet the carburetor so that it gives optimum throttle response. It is purely a city commuter, not a sports GT( Grand Tourer ). Of course you will have problems with cold starts. It is perfectly normal for any 4 stroke scooter.
