[Update] They reached out to me on phone and after a LOT of convincing activated my account. So, much for convenience. Added one more star for that. Still keeping the bad rating cause most of the posting there is either already rented out or with completely wrong information.
Yup, it's been 2 years. If you think I was waiting around with your shitty connection - you are high. But, good to know your turn around time - 2 years - an improvement I guess.

One update on point 4. After disconnection, they did in fact refund the rest of my money to my account. They called me asked for the details and sent me a cheque for the remaining amount. So, all happy with ACT.
Got my money on 1-Jan-2015. Thanks to Deepak Chaurasia. 1 point to Deepak and 0 to ebay (to still allow the fraud to operate, to not remove the filthy comments the seller gave me, for taking this long to return money).
Ebay has since contacted me and informed me that they have started processing my refund. Will update here once I receive the same.
